Facilities Management

Student Parking

WE ARE CURRENTLY ACCEPTING APPLICATIONS FOR STUDENT SUMMER PARKING

Please note:

Pick up for General above ground parking permits will begin on April 25th. Pick up for underground parking permits will begin on April 30th.

Please do not park on campus without a permit, you will be ticketed. Three or more violations can result in an immobilization boot being placed on your vehicle or your vehicle being towed.

NOTE:  Visit Facilities Management to pay for your parking tickets before you get your permit.  If you do not pay for your tickets, you are still accountable for them, they are not voided.  Any infractions will result in an immobilization boot and your tickets can be assigned directly to your student account.  Tickets assigned to your vehicle licence plate have to be paid.

The University strongly encourages the university community to consider more sustainable forms of transportation such as public transit, walking, biking, or carpooling whenever possible.  Visit HRM SmartTrip to arrange a carpool. The University carpool program allows members of the university community to have access to designated carpool spaces, please see the Parking and Alternative Transportation Policy for more details.

Also, take a look at our Sustainability Webpage for more information on how you can get involved with the sustainability initiatives on campus.

Tip #1: Student Parking Permits generally sell out by early September, get your application in early.

Tip #2: Underground Parking Permits generally sell out within the first 2 weeks of August.

Tip #3: Students can only park in General Parking spaces (see the map)

Tip #4: Only 450 permits have been be sold.  The permits are sold out, you can put your name on a waitlist.  The waitlist requires you to provide your name, telephone number, vehicle licence plate number and A#.  We regularly have applicants who do not pick up their permit.  Any permit returned in December will allow us to go back to the waitlist.  The waitlist is on a first come first serve basis.

Tip #5: Apply for a two person carpool. You will be able to split the cost of the permit, plus you will be reducing car GHG emissions by emitting twice less of pollutants!

- Facilities Management will ONLY hold unclaimed permits until September 15, 2011.

- All parking tickets must be paid prior to receiving a parking permit.

- A parking permit gives you the right to park on campus, but does not guarantee you will find a spot.

    2. Do you have a carpool program? and if so, how does it work?

Yes.  The university is committed to sustainability and highly encourages members of the community to carpool whenever possible.

The carpool program:

Two person carpool

- two people submit the online application together

- the individuals can split the cost of the permit but will NOT get a reserved spot and are NOT permitted to park in carpool reserved spaces.

- one permit is issued to the carpool group

- both vehicles are attached to the carpool group

- individuals find a spot in any of the general parking lots.

Three or more person carpool

- three or more people submit the online application together

- the individuals can split the cost of the permit

- one permit is issued to the carpool group

- a reserved spot is assigned to the carpool group.

- all vehicles are attached to the carpool group,

- individuals must show vehicle registration for each vehicle on the application

- the vehicle registration must be for a local address.

    3.  I hear there are some changes this year with the application process, what are they?

This year there are four main changes.

First, the applications are accepted online only

Second, your pick up process has changed.  Where and when you pick up and pay for your parking permit has changed. More information below.

Third, parking ticket violations will be sent to Student Accounts as parking fines and holds will be placed on registration and graduation until the fees are paid.  Please read the parking regulations carefully and be proactive in ensuring you are not violating parking.  Read the parking and alternative transportation policy.  Tickets outstanding as of September 30, December 15, April 15, will be applied to the student's account.

Fourth, we are now allowing two person carpool groups to share a parking permit.  These carpool groups are however not eligible to park in the carpool spaces, they must still part in the General lot.

   4.  What do they cost?

Student Parking Fee and Options:

Full Year Permit (September 1, 2011 – August 31, 2012) $355.00
8 month Permit (September 1, 2011 – April 30, 2012) $250.00
Motorcycle $65.00
Carpool (Reserved available) Fee structure same as above, except cost split between carpool group members.
Overnight Only available to students living in Residence.  Fee structure same as above.
Summer Permit (May 1, 2012 - August 31, 2012) $110.00

Underground (Reserved)

Full Year Underground (September 1, 2011 – August 31, 2012) $600.00
8 month Underground (September 1, 2011 – April 30, 2012) $450.00
Summer Underground (May 1, 2012 - August 31, 2012) $210.00

The average cost of monthly parking in Halifax is approximately $145.00 monthly. Parking for students on campus is 20% of that cost (approximately $30.00 per month).  The attempt is to provide students with affordable parking.  We highly recommend student allow 15 - 20 minutes leaway when coming into the university after 9:30am.  Before 9:30am, you should be able to find a spot in one of the lots relatively easily.  However peak times are between 9:30am - 4:30pm, so you will have to leave yourself time to find parking.

   5.  What are the parking regulations?

All parking regulations are posted online in the Parking and Alternative Transportation Policy.

Please read this document thoroughly, it may save you unnecessary parking ticket fees.  Parking tickets will be sent to Student Accounts as a parking fine.  The parking fine will be on your account and will hold registration and graduation unless paid.

   6.  Can I buy a reserved parking space?

Reserved parking is only available in two ways.

The first way, you can buy a carpool reserved spot (with three or more carpool group participants).  See the carpool group instructions for more details on this program.

The second way, you may purchase an underground reserved spot. (These sell out very quickly.)  Parking sales for underground begin August 3, 2011 for students living on campus in Residence and August 17, 2011 for students living off campus.  The spaces are often sold out before September.

   7.  Why do you only sell 450 parking permits?

There are a limited number of spaces on campus.  Ideally anyone who lives within walking or biking distance or who lives on a direct bus route to the campus, would choose the alternative/active mode of transportation.

Last year's commuting origin results, show that we have a great number of individuals who live on the Halifax peninsula who are using their vehicle for commuting purposes.

The university security team enforces parking lots daily. The main reason why parking lots are often full is because non-permit holders are violating parking in the lots.  On peak days, we issue anywhere up to 75 tickets daily.  The security team has four immobilization boots for three time parking violators, the car tire is booted which forces the driver to identify themself in order to have the boot removed.  The violators are charged a $50 boot removal fee and must pay all tickets.  The individual's must also give their student A# and all future tickets are tracked on their student account.

Through daily monitoring of the lots and analysis of the peak time usage (identifyed as a question on the application form), we sell 450 permits to optimize the space on campus.  The university parking lots are oversold by 20%.  With the varying student schedules, this number is the best balance.  Shortselling creates extra long waitlists for students and increased parking violations from non-ticket holders (who attempted to get a pass, but got waitlisted).  Overselling can certainly (during peak hours) create challenges in finding parking on campus.

On average Halifax parking lots are selling permits at $145 per month, where students on campus pay approximately $30 per month.  To sell only 350 permits would increase the waitlist from 200 people to 300 people.  The university is trying to meet the needs of as many students as possible.
